社会資本と土木工学 土木工学を語るうえで、社会資本と土木工学の関係を理解することは非常に大切で ある。 そこで、これから社会資本とは何かについて、また社会資本と土木工学の関わりにつ いて考 察していこう。 社会資本とは何だろうか。定義によると、社会の生活や生産活動に必要不可欠な公 共的に 利用可能な施設のことである。また、私的な動機にまかせておいてはサービスが不十 分とな り、社会に支障があるので公的に介入がなされるものといえる。社会資本には例え ば、道路、 公園、工業用地、上下水道、エネルギー施設、ダムなどがある。これら、社会資本を 整備する にあたり土木工学が必要になってくる。 社会資本の特徴をあげてみよう。それには６つの特徴がある。まず１つ目の点とし て、提供さ れるサービスの必要性が高いこと。２つ目は、利用者から料金を徴収するのが、困難 であるこ と。３つ目は、混雑しない限り同時に多数で利用できること。４つ目は、一般に大規 模で多額の 投資を必要とすること。５つ目は、世代を超えて利用されること。そして６つ目は、 利用者だけで はなく、地域社会全体に利益や不利益をもたらすことである。 このような社会資本を整備する目的は、何だろうか。それはなんといっても、住民 福祉の向上 のためである。安全で健康な暮らし、充実した文化、楽しい余暇、豊かな経済、良好 な環境、つ まりは住民福祉の向上のためである。 社会資本を国際比較すると、日本は世界に比べてまだまだ遅れている事がわかる。 そのよう なわけで、社会資本の整備と、それを支える土木工学について学ぶのは大切である。 Infrastructure and civil engineering When we talk about civil engineering it is very important that we understand the relation between infrastructure and civil engineering. Then, in this paper we can examine what infrastr -uctre is and the relation between infrastructre and civil engineering. What's infrastructure? It is defined as public facilities which essential for daily life or production activities. To maintenance it is not individual work but public enterpris. Because the project is too big to do well without public intervation. There are many infrastructure for example a road, a park, an industrial ground, waterworks, an energy plant, and a dam. Civil engineering is needed to maintenance all those things. What's the feature of infrastracture? There are 6 Features. First,The service is essential. 2nd, It is hard to gather charge from user. 3rd, It is available by more than one person at one time. 4th, It is large-scale and so needs a grate deal of investment. 5th,It is available from generation to generation. 6th, It bring all over the community in advantage or disadvantage. Then, What's the aim? For what should we maintenance infrastructure? It is because of our welfare, safe and well life, solid culture, pleasant leisure, rich economy, and good environment. When we compare Japan to the world maintenance of infrastructure is inadequate. So it is really important to stady about maintenance of infrastructure and civil engineering which is support infra-structure.
